Job Title: Payroll Manager

About the Job

As a Payroll Reporting & Systems Manager, you’ll lead the payroll department and oversee all aspects of payroll reporting, compliance, and system updates. You’ll be responsible for ensuring accurate and timely monthly, quarterly, and annual reporting, maintaining payroll systems, and supporting internal and external stakeholders with payroll-related data and insights. This role requires a strong understanding of union payroll, prevailing wage regulations, and federal/state compliance standards.

Responsibilities

• Lead monthly, quarterly, and annual payroll reporting and reconciliations.
• Manage Department of Labor reports across multiple states and union fringe submissions.
• Oversee W2 and ACA reporting, 1095C transmissions, and unemployment filings.
• Maintain and update payroll systems and Excel-based import tools.
• Collaborate with project teams to ensure accurate pay rates and differential setups.
• Support accounting staff with bank and petty cash reconciliations.
• Administer union rate updates and prevailing wage setups.
• Perform quarterly 941 and annual W2 balancing.
• Respond to unemployment claims and audits; complete VOEs.
• Manage third-party new hire/rehire onboarding platform.
• Monitor fraud trends and collaborate on policy development.
• Travel as needed to company offices and client sites across North America.

• Represent the company professionally with external stakeholders.
• Support cross-functional teams and contribute beyond core duties.

Management Responsibilities

• Supervise and develop payroll department staff.
• Hire, train, coach, and manage performance to build a high-functioning team.
• Plan and execute departmental goals aligned with organizational objectives.

Minimum Qualifications

• Bachelor’s degree or equivalent experience.
• 2+ years of general ledger experience.
• Proficiency in Microsoft Office (Excel, Word) and payroll systems.
• Strong analytical, organizational, and communication skills.
• Knowledge of union payroll, prevailing wage, and construction industry regulations.

Preferred Qualifications

• Experience with Cognos Reports and IDI Views.
• Familiarity with eCMS or similar payroll platforms.
• Ability to interpret technical procedures and government regulations.
